Is this legal? Trinity United Church of Christ in Chicago offers scholarships but only to it's members?

I think they can offer a scholarship to whoever they choose. I'm pretty sure the United ***** Scholarship Fund doesn't give scholarships to white people either. Some scholarships can only be given to children of vetrans or children of employees of certain companies. Its their money and their right to give it away to whoever they choose.
