What are my rights?

My daughter, she's 5 yrs old, has a speech disability and told me that two five year year old boys in her headstart cl pulled her pants down and touched her in the and in her bottom. She attends the headstart as she has a speech clinician work with her there. Neither teacher was in cl at the time. When she came home and told me she was hurting and irritated, I took her to the ER and followed up with our pediatrician. The doctor only saw redness but no trauma. She also noticed blood in my daughter's urine as my daughter is now holding her urine as it hurts to pee. My daughter will not go back to the center, but what are my rights as the center was a state and community resource so I wasn't charged for the daycare or speech services. I've also reported this to the police and to DHS. My daughter who was very active and becoming more independent is now very aloof and quiet.
