What do you think of this quote please please tell me?

I'm guessing that it is refering to the cl system of rich and poor. In which the rich would live in Utopia where they can get away with almost everything with their money. Dystopia for the poor and most of the middle cl where they have no power to buy their ways out of things so their actions are scrutinized and for sure the ones to get the blame.
