Looking to refinish a wood buffet table?

So I've got an old wooden buffet table that I want to refinish and make look good again. Some of the old finish is peeling off and the handles are pretty tarnished. What are the steps I would take to make this buffet look good again? BTW I want a kind of cherry wood color to it, or a dark wood color. Would I stain it or paint it? And would I add a gloss coat?
