Will Obama use Eastern Europeans as "big carrots" to negotiate with Russia and Iran?

Russia is a problem always been a problem will continue being a problem...we should've wiped Russia off the map after 9/11 (better yet after we defeated Japan and Germany)...they are the reason why we are in Afghanistan and why Iran has the power it has.
