Which is more reflective of democracy, being a pro union government or a union busting government and why?

Obviously, a union busting government would not be very democratic because it is the people that find the need to form a union. That does not say, however, that the government should not regulate unions, and may make judgments that are not in a union's favor. There is a balance between the rights of an employee and the rights of an employer.
